Rebecca L. Noor, MPA (née Fleischman), is a skilled leader and program director with expertise in the design, implementation, evaluation, and scaling of broad-scale, high-impact programming. Rebecca is passionate about making new programs come to life, and making existing programs even better. Rebecca’s success is due to her ability to think strategically, innovate to increase efficiency, and build deep relationships with peers and partners. Rebecca is proud to be represented in the Forbes' list of 30 under 30.

I have dedicated a not-insignificant amount of time to finding the best burger in NYC. I found the best burger in NYC.

When I first graduated from New York University, I was a 3rd grade teacher. It was absolutely terrifying and highly formative. I have so much respect for educators.

I have a Masters of Public Administration in health policy and management. My specialization is in policy formation analysis. I thought I would make my career in obesity policy.

I decided to use my middle initial professionally after taking note of how many of my female role models choose to do so. The L stands for Leah, pronounced like Princess Leia.

I design new programs to meet strategic objectives. I redesign existing programs by addressing inefficiencies and barriers so they may reach maximum impact. I innovate programs to take advantage of new opportunities.

I find the simplest solutions to complex problems and I look for solutions where others may not. I value efficiency and look to maximize time, person-power, and funds.

I work toward a vision and put resources only where there will be the highest yield. I am quick to pivot to optimize scale and impact. I value thoughtfulness. I do not value hemming and hawing.

It has been a privilege working with Rebecca since 2015 at both Success Academy Charter Schools and the Child Mind Institute. Over the past four years, I have learned Rebecca is persistent, hard-working, and deeply committed to the empowerment of parents, professionals, and policymakers in the on-going effort to support the behavioral and mental health of children. Presently, Rebecca oversees the growth and expansion of the School and Community Program at the Child Mind Institute. Rebecca tirelessly connects with policymakers and community members, and effortlessly develops rapport and relationships, all while promoting and expanding mental health services to children across New York City, the Bay Area, and Baltimore. As a manager, Rebecca invariably supports and advocates for the individuals she oversees. Her ability to listen, create a safe space, and allow for open conversations on ways to improve the experience of the individuals within her department is an essential manager quality for any team.

Rebecca strikes a unique and important balance between pragmatism and empathy. That, along with her stellar leadership skills, is something I strive to emulate. She is a natural collaborator and communicator, and can often be found building bridges within and between departments.

Rebecca is a project manager par excellence. I had the pleasure of working with her on a fourteen-video training series for the Child Mind Institute that came with some very tight deadlines attached. Despite the time constraints, Rebecca project-managed the series with great skill--planning the video curriculum, scheduling and organizing multiple locational shoots (including in-school shoots), prepping on-camera experts for the shoot, adapting to changing production needs, communicating excellent feedback and keeping everyone on task and on deadline during an ambitious project that created a digital training program to on-board new clinicians. Within two months, the fourteen videos were ready to go. I'm still in awe of her ability to pull together such an enormous undertaking and make it all look so easy. Seriously, if you have the good fortune to get an opportunity to work with Rebecca, seize it. It's not every day you encounter someone who's both ridiculously efficient and a joy to work with.

Rebecca is a dynamic leader in our company; in every position she has held, she has been an empathetic and collaborative team player. She has a unique talent of making everyone around her feel comfortable and energized about the work that they are doing.
